Watermark is providing
operation and maintenance support and long term monitoring well sampling services to the newly established Upper Cape
Regional Water Supply Cooperative (COOP). The COOP is the owner of the Upper Cape Regional Water Supply system
constructed by the USACE and Foster Wheeler Environmental Corp. at MMR. Work involves on-call services to address
O&M issues and monitoring well sampling using the EPA Low Flow Sampling procedure.
Watermark’s Joseph Spangenberger, PE, led the project team, including over 10 design and construction subcontractors,
while employed at Foster Wheeler. This aggressive project to permit, design and construct the 3 mgd new water
supply was completed in only 21 months, on time and under the $15 M budget, much to the delight of the Client, the US
Army Corps of Engineers and the Department of Defense.
The project provides a much needed backup water supply to the towns of Bourne, Mashpee, Falmouth, Sandwich and Otis
ANGB.
